NOTIFICATION

              In  pursuance  of  the   Recruitment  Rules   2011   framed   for   Postal  Assistants/ Sorting  Assistants, published  vide   37-47/2010-SPB.I    and   notified   in    Government  of  India extra ordinary  gazette  vide  GSR 794(E)   dated 3-11-2011, AND  amended  from time to time and Circle Office, Hyderabad Lr No: RE-2-2/PA/SA/GDS offer/Unfilled/2012 dated 25.02.2014 received vide RO Hyderabad e-Mail dated 25/02/2014, Applications are invited form the eligible  Gramin  Dak  Sevaks    for  filling  the  unfilled   vacancies   of   Postal Assistants  meant  for   Lower  Grade  officials (Postmen/MG/MTS)    for  the  year     2012 ,  before  they  are  transferred to Direct recruitment quota.

   The Eligibility criteria are   :

(1)Educational Qualification  : Should  have  passed  10+2 or  12th  class   from  a Recognized   University   or  Board  of  Secondary Education   with  English  as  a compulsory  subject   (excluding Vocational  streams). Proof of Date of Birth (SSC Memo) and educational qualification to be enclosed.

  (ii)  Should  have  studied   in  Local  Language  of the  State   or Union  Territory   of the  Concerned  Postal  Circle,  or   Hindi   as  a  subject   at least  in  Matriculation  or  equivalent  level.  

(2 Age  Condition :  The Gramin   Dak  Sevaks  should be  within  30  years  of  age     as   on  1-1-2012 (  for  the year  to which  vacancy pertains  to ); 

(ii)    Gramin  Dak  Sevaks  belonging  to Scheduled  Caste/Scheduled  Tribe   should  be  within  35  years  of  age  as  on 1-1-2012   and;

(iii) Those Gramin  Dak  Sevaks   belonging to Other Backward Classes   should be  within  33  years  of  age  as on  1-1-2012 ;

The  Gramin   Dak Sevaks   should  submit  an  attested copy  of  Caste certificate  issued  by  the  Competent authority in  the  prescribed  format along  with  their application.

(3) Service  Condition  :    The Gramin Dak  Sevaks   must  have put  in  minimum   5  years  of  regular  and continuous service    as  on  1-1-2012. A copy of Appointment order is to be enclosed.

5) Pattern of Examination: All  eligible  GDS s belonging to  various  categories   who  have  the educational  qualification   of 10+2  or  12th  class  pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject  and fulfilling  the conditions  cited  above shall  be  invited  for  appearing  in Aptitude  test.( paper I)    (No  weightage  for  marks  secured  by  the  Applicants   in 10+2  or  12th class  will be  given  while  preparing  the  Merit Lists).

 Aptitude Test    (Paper-I) will be comprising four parts (Part A, B, C & D).  The duration of the Aptitude Test will be for 2 hours (120 minutes).  There is no negative marking. 

Part ‘A’
25 Questions on General Knowledge -  Questions on current events, sports, history, geography, basic economics, general politics, Indian Constitution, Science environment etc    (25 marks).
Part ‘B’
25 Questions on Mathematics of matriculation standard which may cover number system, simplification, decimals, corrections, simple and compound interest, percentage, average, profit and loss, discount, mensuration, Time & work and time & distance etc.  (25 Marks)
Part ‘C’
25 questions on English covering grammar (prepositions, adverbs, conjunction, direct/indirect speech, singular & plural, tenses, antonyms/synonyms etc.  (25 Marks)
Part ‘D’
25 Questions on Reasoning and analytical Ability.  (25 marks)

5.1.)    Gramin  Dak  Sevaks    numbering   five  (5) times  the total number  of  vacancies  in  each  category i.e.,  OC,  SC, ST,  OBC, etc   shall be declared qualified in descending order of merit based on the marks secured by them in the Aptitude Test (Paper I)  for taking the Computer/Typing Test (Paper II).   The minimum qualifying marks to be obtained in each part of the Aptitude Test is prescribed as under:-
           
Unreserved candidates (OC)
40% i.e. 10 marks in each part and 40% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks. 
OBC
37% i.e. 9 marks in each part and 37% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks. 
SC/ST
33% i.e. 8 marks in each part and 33% in aggregate.  The candidate has to qualify in each part i.e. Part A, B, C & D besides securing prescribed aggregate marks. 

5.2     Computer/ Typing Test ( Paper  II)  ::    The typing test  will  be  for  a duration  of   30  minutes  (  15  minutes for  typing  and  15 minutes  for  data  entry)  consisting  one  passage  of  450  words  in  English   OR 375  words  in  Hindi  to be  typed  with  a  minimum  speed  of   30  words per  minute or  25  words  per  minute  respectively.  Test in Data entry   will be  of  some figures   and  letters  each  carrying  equal  marks  on  computer . The  above  test  will be conducted   on  Computer  Key  board,  but  not  on  a  typewriter.    Further,  the candidates  have  to  secure  prescribed  qualifying  marks  in  this  test. The marks will be based on speed, and accuracy.   This  is  a  combined  test,  and  marks  in  both the  components  put together will be  reckoned  for  qualifying.

6.     All  the  Sub Divisional Heads/Postmasters/Sub Postmasters are  directed  for   giving  wide  publicity  to  this  Circular  for inviting  the  Applications  from  Gramin  Dak  Sevaks   in  prescribed  form.


7.      The  Appointing/Sub Appointing Authorities (Head Postmasters/Sub Divisional Heads) have  to  ensure  proper  verification  of  Date  of  birth,  service  condition,  Educational Qualification  and  caste  w.r.t.  proper records   and  forward   the   applications of eligible  Gramin   Dak   Sevaks   along  with   a  list in the prescribed proforma.  The last date fixed for receipt of applications to the office of Appointing / Sub Appointing Authorities i.e,. Sub Divisional Head/ Head Postmaster is fixed as on or before 26th March 2014. Further, all the GDS are requested to note that the applications received directly i.e., ignoring proper channel to the Divisional Office will be filed and no further correspondence will be entertained.

8.         The last date fixed for receipt of applications from Appointing / Sub Appointing Authorities to Divisional Office is fixed as 27th March 2014, along with statement prescribed in Annexure III in EXCEL FORMAT only.

9.       The  applications  should be accompanied by  proof  of  date  of birth, Educational Qualification,  Attested copy of Caste and a copy of appointment order,  duly  recommended  by  the Appointing/Sub Appointing Authorities. The service  rendered  by  the Gramin Dak Sevaks  has  to be  certified  by  the  Competent  Sub Appointing  Authority.

10.      No application received after prescribed closing date i.e. 27-03-2014 will be entertained under any circumstances.

CORRIGENDUM.

            Please refer to Notification for filling up of unfilled LGOs for the year 2011 & 2012 that are offered to GDS for promotion to the cadre of Postal Assistants issued vide this office notification dated 26/02/2014 by fixing last date of receipt of application to the Sub Appointing Authorities on 26/03/2014 and inturn to Divisional Office on 27/03/2014.

            Now, Regional Office, Hyderabad by e-mail dated 28/02/2014 fixed the last date of receipt of applications on plain paper as 07.03.2014 to Divisional Office.  Hence, the last date fixed for receipt of applications on plain paper to Sub Appointing Authorities (Sub Divisional Head/ Head Postmaster) is fixed as 06.03.2014.  The Sub Appointing Authorities should forward all the applications with recommendations to this office by 07.03.2014, if required, by hand. On receipt of KITS from RO Hyderabad, the same will be forwarded to recommended GDS.

            All the contents circulated vide Notification issued by this office 26/02/2014 holds good.

            The PMs/ SPMs are requested to circulate the contents among all the GDS working under their control duly invoicing in BO Slips and report compliance.

 The officials may submit their requests indicating (3) Three places of choice in the order of preference along with reasons to reach this office on or before 06/03/2014. The officials should note that their request will not confer them any right to demand posting to their places of choice. It may be noted that the requests of the officials can be considered only to the possible extent, keeping in view the interest of service and other administrative exigencies. It should be noted that in accordance with the guidelines issued by the Postmaster General, Hyderabad Region, preference will be given to the officials irrespective of their seniority who have procured RPLI business according to the assigned target and who have completed computerization targets and who have achieved the BD targets.

            The officials listed in Part-III are likely to be shifted to accommodate deserving requests from outstations and to fill up the vacant posts for which there are no volunteers. For this purpose, the continuous longest stay at the station will be the criteria and not the post tenures in different offices at the same place.

            During last year RT (2013), it is observed that requests were forwarded to RO Hyderabad directly by ignoring proper channel. In this regard, it is instructed, to avoid such irregular practices and directed to forward representations, if any, through proper channel only.  Non adherence of instructions will be viewed very seriously and liable for appropriate action.

The officials may note that while submitting their requests, they may also specify the targets achieved by them.

            Those officials applying for retention for one more year may apply well in advance to the Postmaster General, Hyderabad Region through this office so as to reach this office latest by “03/03/2014”. Sub Postmaster / Postal Assistant in a single handed or double handed Post Offices should not apply for retention.

            Due to heavy shortages of staff in the division, it may not be possible to fill up all the vacancies notified above, and will be filled up as per the administrative convenience.  The officials concerned may please note this while exercising their options for transfer.

            The officials, who are already working as SPMs and who have not completed their tenure in the present post need not apply.

            Posting of officials for second time in ‘B’ and ‘C’ Class Offices is subject to approval by the undersigned.  As such the officials seeking second/ subsequent posting in ‘B’ and ‘C’ Class Offices may submit specific representations for consideration by the undersigned.

The officials, will please note that while every effort/endeavor will be made to accommodate requests, there is also no guarantee that this can be done in every case since the transfer orders will be issued in accordance with the guidelines contained in Directorate Letters issued from time to time and also keeping in view their suitability to that post vis-à-vis their proficiency in Computer and SB Work.


            New Services / Products and Modern Technology are being introduced in the Department of Posts in a big way.  Therefore, it is required to build up a pool of trained officials to handle these new products & Technology related jobs so that manpower is readily available and also the DOP has already taken necessary steps to train manpower for successful completion of IT project.  However to avoid dislocation of work, the officials specially trained to handle newly introduced Products/Services and Technologies may not be transferred  on completion of their tenure unless trained substitutes are readily available.

            The list of posts/ officials mentioned above may undergo change afterwards due to the exigency of service.

            Bringing of direct or indirect political or otherwise influence, by any official regarding posting /transfer will attract the provisions of Rule 20 of CCS (Conduct) Rules, 1964, as per which an appropriate disc action will be initiated.


            The contents of this letter may please be circulated by the Postmasters/ SPMs to the officials working in their offices, without fail, under acquittance, including to those on leave / deputations etc., without giving any scope for complaints.
